Andrew Black filed the claim in August

A hit-and-run case involving Jersey City Councilwoman Amy DeGise is far from over. The bicyclist hit by DeGise’s SUV last July filed a $1 million tort claim against the city for injuries sustained in the accident. Andrew Black filed the claim in August but it didn’t come to light until a court hearing last week.
